President held an expanded collegium meeting of the National Security Service of the Republic of Uzbekistan
On January 31, 2018, an expanded collegium meeting of the National Security Service of the Republic of Uzbekistan devoted to an analysis of implemented activities and measures on radically improving activities of the National Security Service was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the Press Service of the President reports.
It was also attended by the heads of Chambers of the Oliy Majlis, representatives of the Office of the President of the Republic of Uzbekistan, members of the government, senior officials of the central and territorial offices of the National Security Service.
At the meeting it was noted that at all times one of the main tasks of any state was and remains ensuring security of the individual, society and the state.
That is why issues of national security were placed at the center of domestic and foreign policy in Uzbekistan since the first days of independence.
Relevance of these tasks at present stage is conditioned by intensification of a number of transnational threats, such as international terrorism, religious extremism, drug and weapons trafficking, human trafficking, and other dangerous challenges.
It was emphasized that over the past period the National Security Service made a significant contribution to ensuring sovereignty, independence and territorial integrity of Uzbekistan.
This was especially evident in the most difficult years, when various cataclysms took place in the near and far abroad, attempts of destructive forces to violate peace and stability in the country were observed.

At the meeting held under the chairmanship of President Shavkat Mirziyoyev on January 31, activities of individual departments of the National Security Service and its territorial offices were criticized on the basis of an objective assessment. Specific shortcomings and omissions in organization of interagency cooperation, conduction of operational and investigative measures, as well as working with personnel were noted.
The Head of the state noted the need of restructuring the National Security Service, taking into account modern requirements. Importance of abolition of departments that are engaged in tasks that are not peculiar to the special service was emphasized, which in a number of cases led to substitution of functions of other state structures, as well as strengthening departments in the most relevant areas of national security.
Taking into account the large-scale tasks set in the Development Strategy of Uzbekistan, priority tasks of the National Security Service for the near future were determined in the context of a new stage in development of the country, which is characterized by cardinal transformations that meet the requirements of time in almost all spheres.

At the expanded collegium meeting of the National Security Service of the Republic of Uzbekistan, President of the country emphasized that the National Security Service, as one of the state power structures, must carry out its activities according to the principle “People must not serve the Government bodies, rather the Government bodies must serve the people”, which has become a guide to action for all ministries and agencies of the republic.
Importance of developing and adopting the Law of the Republic of Uzbekistan “On the National Security Service” this year, which will determine the main functions and tasks of the National Security Service and, most importantly, will allow to clearly delineate authority of the power bodies, was noted.
The Head of the state emphasized that personnel are the guarantee of effective activity of the National Security Service, as well as of any other agency or organization, especially its leading employees, their dedication, professionalism, hard work and high responsibility.
Departments of the National Security Service should, within the framework of their competence, provide active assistance to the population in solving their problems, local government bodies and other state bodies – in implementation of large-scale reforms.
The President of the Republic of Uzbekistan demanded special attention from leaders and professors of the educational institutions of the National Security Service for educating young personnel in the spirit of devotion to the Motherland, strict observance of the requirements of the national legislation, resistance to various experiences, aspiration for constant self-improvement and professional growth.

Organizational issue was considered at the expanded collegium meeting of the National Security Service of the Republic of Uzbekistan.
Chairman of the National Security Service Rustam Inoyatov has been relieved from the post in connection with his appointment to the post of the State Advisor to the President of the Republic of Uzbekistan.
In accordance with the Decree of the President of the Republic of Uzbekistan, Ikhtiyor Abdullayev, who previously worked as the Prosecutor General of the Republic of Uzbekistan, has been appointed to the post of the chairman of the National Security Service.
Responsible persons were given appropriate instructions on further enhancing effectiveness of activities of the National Security Service and its departments.

According to the Press Service of the Head of the state, on January 31, 2018, an expanded meeting of the Prosecutor General’s Office of the Republic of Uzbekistan was held.
The meeting was attended by the President of the Republic of Uzbekistan Shavkat Mirziyoyev.
Activities carried out by the prosecutor’s office, its tasks within the framework of democratic reforms in the country were discussed.
The Head of the state dwelled on priority tasks of the prosecutor’s office.
It was noted that employees of the prosecutor’s office should mobilize all their potential, knowledge and experience for effective implementation of reforms. Strict enforcement of practical implementation of the adopted laws, decrees and resolutions should become the most important and urgent task of the prosecutor’s office.
Attention of participants of the meeting was drawn to the need for guaranteeing by the bodies of the prosecutor’s office of providing comprehensive support to entrepreneurship, which is the basis of prosperous life, as well as creating conditions for foreign investors to freely carry out their activities in the country.
Another important task of prosecutors as sector heads is helping development of the regions in order to achieve positive changes in life of the population.
Improving public administration, based on the interests of people, requires increasing the role of prosecutors in ensuring the rule of law in society.
Summing up the results, President Shavkat Mirziyoyev emphasized that employees of the prosecutor’s office should lead by example for employees of state bodies, showing high professionalism and the best human qualities in their activities, always stand guard over justice and law.
Organizational issue was considered at the meeting.
In accordance with the Decree of the President of the Republic of Uzbekistan, Otabek Murodov, who previously worked as the State Advisor to the President, was appointed to the post of the Prosecutor General of the Republic of Uzbekistan.
Uzbek railway workers are completing the construction of the new electrified Urgench-Khiva line
The total cost of the project is estimated at $ 35.9 million. To date, 29.6 km of steel line has already been laid. The total length of the new line will be approximately 33 km.
Taking into account the fact that modern electric trains, including high-speed trains, will be used for the new railway, advanced technologies are used in construction. The project was developed by Boshtranloyiha, it should be put into operation this year.
The project has already completed 831,000 cubic meters of land, 124 artificial structures have been built, six overpasses and bridges have been built. In the construction work employs more than 350 experienced specialists, uses about 70 units of modern technology and mechanisms.
In addition, passengers will be met by a modern station in Khiva, which can simultaneously serve up to 200 people. Considering that the object will be as close as possible to the world-famous monument – the city-museum in the open air of Ichan-Kala, the project of the station was specially designed taking into account the combination with the surrounding ancient architecture.
The design of the building will combine national ornaments and samples of Khiva architecture, harmonize with the historical complex. The station is also equipped with modern equipment, a VIP room, a mother and child room, a medical office, and a modern musical fountain will be built on the station square. Currently, construction and installation work is under way here.
In the beginning of December last year, the railway workers launched the Bukhara-Miskin line with a total length of 335 km, adapted for high-speed trains. Earlier, trains from Tashkent to Urgench were on the highway Navoi-Uchkuduk-Miskin with a length of 1,064 km, and with the completion of the project this distance was reduced by almost 100 km.
Accordingly, after the launch of the Urgench-Khiva section, tourists will be able to navigate easily between the historical pearls of Uzbekistan – Tashkent, Bukhara, Samarkand and Khiva – on a comfortable high-speed Afrosiyob train.

Uzbekistan: ‘Hidden’ Potential
Tourist opportunities in the Kashkadarya region are not fully used. To such a conclusion, according to the results of the research, came the teacher of the department Tourism and Service at the Tashkent State Economic University, Dilnoza Umirova. The scientist has told that fabulous monuments is the very thing that this region can be attractive with.
– Studying the infrastructure of the industry in the region, I noted the neglected state of many of the monuments of the past. Large part of them was in need of repair and restoration. Take, for example, the museum complex Langar-ota, erected in 1520. According to sources, the remains of the great representatives of the ancient religious and philosophical doctrine – tasawwuf – sheikhs Abul Hasan Ishki, his son Muhammad Sodik and grandson of Abul Hasan Okhund, rest here. An object of similar significance is found only in Turkey, at the burial site of the great figure of the past Kazizade Rumi. In the mosque on the territory of the complex there is another unique monument of antiquity – a part of the Koran in the form of an ancient manuscript on the skin of gazelles. In a word, this place is of great sacred significance among believers, pilgrims and scientists. However, although the mausoleum has been restored, the area around it needs to be landscaped. There are no places for rest, there are no souvenir trade points, catering, road and transport infrastructure leaves much to be desired. Another actively visited object – the historical monument of Humdon-ota has not been studied, is not included in the register, needs restoration and protection. In a similar condition is the historical monument of Tui Buinok of Ostona Buva.
And why not build a sanatorium in Konsoy, where from the bowels of the earth streams of hot mineral water break out, forming a unique lake?! Local residents say that the water in the lake is curative, helps with allergies, gastrointestinal, skin and rheumatic diseases. The Khujaipok-ota area has similar features. Although these two sites are always lively, there is no question of any tourist infrastructure here. People bathe without proper supervision by specialists, eat in unsanitary conditions. In addition, they have to travel an extra kilometer before finding in the steppe zone this place, which is not indicated on the motorway.
Overcoming the multi-kilometer route Tashkent-Termez, noticed that many of the road signs had long rusted or faded. But to create a tourist image every detail is important. It would be nice to make indexes and information in English, because foreign tourists are more active on our roads, both on cars and bicycles.
Speaking about the uniqueness of Kashkadarya, I can not help telling about three more sights I like. The first is a rock in the territory of the Gissar Reserve with fossilized tracks of 31 dinosaurs that lived in these places in the Jurassic period. The second is the cave of Amir Temur depth of 870 meters. According to legend, this cave lived for a while our great ancestor, driven by warring tribes. The cave is also attractive because there are huge stalactites in it – up to 2 m. Another surprise of the local nature is the waterfall Milk Ball, located in the mountains at an altitude of 2.1 thousand meters above sea level. A swift stream of water, boiling, descends from a height of 84 m and turns into a dazzling white foam, for which he received this name.
Travelers like to visit these places, charge with energy, breathe clean air, wash with spring water. I want them to enjoy as many people as possible. Why not make these fascinating places in the travel itineraries? Hospitable mountaineers will be happy to take up tourism, we must first teach them the secrets of this matter and help with loans if necessary.
In the mountain Kashkadarya there are all opportunities for the development of speleotourism (cave tourism), having previously consulted mountaineers, doctors and so on. You can organize a regular route to the Hissar Reserve, a unique landscape, a rich fund of flora and fauna which will provide great popularity among travelers. You can also launch an exciting ecotour “From the hot desert to the mountain glaciers”. There is a wide range of opportunities for the development of agrotourism, safari tourism, extreme, scientific, geological and many other popular species.
A good demand is also expected for the services of the ski base, which can be created in the suburb of Shahrisabz, stretching to the mountainous terrain, building mini-hotels, landscaping. And in the city itself, where more and more tourists come, it’s time to build a conference hall or a palace of culture for celebrations, concerts, forums.
In short, there are many ideas for projects. And they are all realizable provided that they will be created on the basis of public-private partnership, based on the requirements of world practice and national experience.
