On January 16, 2018, the President of the Republic of Uzbekistan Shavkat Mirziyoyev received the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China Sun Lijie, completing his diplomatic mission in our country.
The Head of our state, greeting the guest, noted with deep satisfaction the active work and great practical contribution of the Ambassador of China to the development and strengthening relations of friendship and strategic partnership between the two countries.
It was emphasized that the visit at the highest level to China in May 2017 and agreements of the leaders of the two countries made it possible to bring cooperation between Uzbekistan and China to a qualitatively new level, to fill it with concrete content.
Contacts at various levels, including inter-parliamentary and inter-regional relations were intensified. The sides are rendering mutual support to each other within the framework of international and regional organizations.
The volume of trade turnover is growing dynamically. As a result of 2017, this figure reached 4,5 billion dollars. Large investment projects are being implemented in the spheres of hydropower, oil and gas industry, modernization of transport infrastructure, creation of high-tech industries in various sectors of the economy.
Joint activity has begun on promoting important regional transport corridors – Uzbekistan – Kyrgyzstan – China road and railways.
Cultural, humanitarian, scientific and educational exchanges are expanding.
The Ambassador of China expressed deep gratitude to the President of Uzbekistan Shavkat Mirziyoyev for the warm welcome and conveyed greetings and best wishes of the President of the People’s Republic of China Xi Jinping.
The diplomat emphasized that the Chinese side attaches great importance to bilateral relations, expansion and deepening full-scale cooperation with Uzbekistan.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev, taking into account the huge contribution of the Ambassador of the People’s Republic of China to strengthening relations of comprehensive strategic partnership, handed Sun Lijie a high state award of our country – the “Dustlik” (“Friendship”) order.
Ambassador Sun Lijie sincerely thanked the Head of our state Shavkat Mirziyoyev for high appreciation of his activities and personal awarding with the “Dustlik” order, as well as for the all-round assistance provided to the activities of the diplomatic mission of the People’s Republic of China in Uzbekistan.
He emphasized that he intends to continue actively participate in development of a multifaceted and mutually beneficial cooperation between the Republic of Uzbekistan and the People’s Republic of China.
The awarding ceremony was also attended by leaders of the Oliy Majlis, the Cabinet of Ministers, ministries and departments of the Republic of Uzbekistan.
The volume of Uzbekistan’s net gold and foreign exchange reserves made up US$26.6 billion in 2017, the Central Bank of Uzbekistan said.
According to the regulator, the country’s net gold and currency reserves in 2017 increased by US$1.4 billion.
It should be noted that the Central Bank of Uzbekistan for the first time published data on the volume of net gold and foreign exchange reserves.
For the first time, the volume of gold and foreign currency reserves was officially announced in November 2017. The first deputy chairman of the Central Bank, Timur Ishmetov, said that their volume only increased by US$750 million and amounted to US$26 billion.
One of the major textile manufacturers of Turkey, Norm Ltd., plans to create a joint brand production factory in one of the regions in Uzbekistan
The Uzbek and Turkish sides have already held the first round of talks in late last December in Tashkent. Norm Ltd. primarily aims at organizing the production of textiles using cutting-edge technology and high-quality cotton fiber.
Jelal Ogutgulleri of the Turkish company, speaking during the meeting with the management of Uztekstilsanoat, pointed out the favorable environment created in Uzbekistan for foreign investors, including relatively low costs for electricity and skilled labor, availability of raw materials.
Norm Ltd. intends to use its unique technologies to set up production capacities in Uzbekistan. The new joint venture is to allow the Turkish side to diversify exports and consolidate itself in the markets of neighboring countries, including Russia, China, Kazakhstan, Kyrgyzstan, Turkmenistan and Afghanistan.
“Following the talks, the parties agreed that in January 2018 a working group of the Turkish company will visit Uzbekistan to study the project in detail and discuss specific areas of cooperation,” Uztekstilsanoat said in a statement.
Worth reminding that last year the enterprises of the Uzbek light industry exported products for more than $ 1.1 billion. The goods of national textile plants were supplied to 50 countries around the world, and the share of products with higher added value exceeded 40%.

Starting from 1 April 2018, a new mechanism will be instituted in Uzbekistan for the formation of retail price in liquefied gas for the population of regions
It is provided for by a government resolution signed late last December.
In particular, from 1 April 2018, each of the territorial divisions of the country are to be designated their own price for 1 kilo of liquefied gas.
The highest cost of fuel appears to be in Karakalpakstan and the Khorezm region: 720 soums. The populations of Andijan, Namangan, Ferghana and Tashkent regions will pay 700 soums, while those of the remaining regions are to assign 500 soums per 1 kilogram of liquefied gas (currency rates of CB RU from 17.01.2018, 1$= 8146.38 soums).
In the second phase, starting from 1 August 2018, a uniform price of 800 soums per 1 kg of liquefied gas will be established throughout the country. In the future, it will change in relation to the alterations in prices for natural gas sold to the population.
Worth reminding that today a special program is under implementation in Uzbekistan designed to develop the infrastructure for providing the private consumers with liquefied gas. In 2017, a total of 40 service centers were built to store and sell household gas cylinders, 40 special vehicles were purchased for their transportation, and five gas filling stations were commissioned.
Last year alone, the population was provided with 750,000 cylinders, which made their total number in the nation exceed 3.7 million.

Foreign Minister Abdulaziz Kamilov met with the UN Secretary-General António Guterres on January 15 at the UN headquarters in New York.
The sides discussed promising directions of cooperation between Uzbekistan and the UN in the context of the implementation of the agreements reached during the visit of the UN Secretary General to Uzbekistan and his meeting with President Shavkat Mirziyoyev on 10 June 2017.
The sides also exchanged views on the agenda of the upcoming activities of the UN Security Council – thematic briefing on “Non-Proliferation of weapons of mass destruction: confidence-building measures” and open debate at the ministerial level on the theme “Building regional partnerships in Afghanistan and Central Asia as a model of the interdependence of security and development”.
On January 16, a “round table” with participation of businessmen of Uzbekistan and Turkey was held within the framework of the visit to our country of the delegation led by the CEO and the member of the board of Ziraat Bank (Turkey) Hüseyin Aydin.
The event, organized by the State Committee of the Republic of Uzbekistan on Investments jointly with the Agency on Development of Pharmaceutical Industry, “Uzkurilishmateriallari” (Uzbekistan construction materials) JSC, “Uztukimachiliksanoat” (Uzbekistan textile industry) association and other organizations, was attended by members of the official delegation of Turkey, as well as heads of ministries, departments, and companies of the two countries responsible for construction, energy, mechanical engineering, geology, food, chemical, pharmaceutical industries, tourism. The current state of trade economic relations between our countries, prospects for development of investment cooperation, strengthening relations in transport, communication, tourism, construction and other sectors were discussed.
Convenient geographical location of our country, steady liberalization of the economy, optimal investment environment is attracting businessmen from Turkey, along with other investors. Developed industry of this country, transport communications, sea routes, potential opportunities in the sphere of agriculture and tourism, in turn, are beneficial for our country.
Chairman of the State Committee of the Republic of Uzbekistan on Investments A.Akhmedkhodjayev, Ambassador Extraordinary and Plenipotentiary of Turkey to our country Ahmet Bashar and others noted that multifaceted cooperation between Uzbekistan and Turkey is developing on the basis of equality, in the spirit of mutual trust. Mutually beneficial partnership is increasingly expanding thanks to the meetings of the heads of the two states, visits of delegations of ministries, departments, and joint activities.
Participants of the “round table” noted that there are still many unused opportunities for cooperation, and this visit will give a new impetus to development of interrelations between ministries and departments, businessmen of the two countries.
At the event, information was provided on tax and customs incentives for foreign investors for improving business climate in our country, liberalizing the economy, increasing investment attractiveness.
During the meeting, issues related to further development of pharmaceutical industry were also discussed. Turkish businessmen were provided with detailed information on activities in this sphere, provided benefits and preferences.
Views were exchanged on implementation of joint projects and programs.
A press conference dedicated to bringing the content and essence to the international public of the Address of the President Shavkat Mirziyoyev to the Oliy Majlis was held at the Legislative Chamber of the Oliy Majlis. It was attended by representatives of domestic and foreign mass media.
First Deputy Chairman of the Senate of the Oliy Majlis S.Safoyev, Deputy Speaker of the Legislative Chamber of the Oliy Majlis S.Otamurodov, Deputy Minister of Foreign Affairs S.Niyazkhodjayev and Executive Director of the Development Strategy Center A.Burkhanov emphasized that in 2017 a system of close dialogue with the population for effectively addressing their problems was established. Public receptions and the Virtual Reception of the President of the Republic of Uzbekistan, which form the basis of this system, have justified themselves as a kind of democratic institution on dealing with citizens’ appeals.
The appeal of more than 1,5 million citizens to these reception centers and addressing problems that have been accumulated for years show that people’s power finds its practical embodiment in Uzbekistan. Increasing personal responsibility for prompt removal of mistakes and shortcomings committed by leaders at places is also an important result of involvement of the system.
Embodiment of democracy

From this point of view, the Address of the Head of our state to the Oliy Majlis is addressed not only to the parliament, but to the whole people. This large-scale, truly popular report has become a kind of dialogue with people.
Thus, achievements and shortcomings are objectively set out in the Address, and specific tasks to be executed are defined.
The Address testifies to the beginning of a new stage of comprehensive reforms, therefore it attracts attention not only of our people, but also of the entire world community.
Participants of the event noted that reforms differ in their focus on ensuring human interests, and their practical implementation is the task of the day. It is necessary to use the possibilities of the institution of public control, to implement much in the sphere of lawmaking, to use effective mechanisms of further reforming the most important spheres of public healthcare and crime prevention in this process. Creation of “My opinion” web portal plays an important role in revealing and solving problems concerning the population.
Increasing inflow of investments into our country plays an important role in economic development of Uzbekistan. From this point of view, the activity of embassies of our country abroad will be radically improved in the Year of supporting active entrepreneurship, innovative ideas and technologies.
At the event, information was provided on the issue related to broad discussion of the draft State Program for 2018. In a short time, about 4,5 thousand concrete opinions and proposals were received from the population. Revised draft State Program will be submitted for approval until January 20, 2018, on the basis of analysis of the results of public discussion and the received proposals.
In the past, representatives of the Central Asian scientific thought enriched the world science and culture with their valuable discoveries and novel conclusions.
And now, following years, Uzbek academics earn world recognition again. The biochemist, academician Shavkat Salikhov has received the prize “International Cooperation in Science and Technology 2017”.
In Beijing, Premier of the State Council of the People’s Republiс of China, Li Keqiang, solemnly presented seven foreign scholars with China’s state awards in the field of science and technology. Chairman of the PRC Xi Jinping and Vice Premier of the State Council Liu Yandong attended the award ceremony.
Uzbekistan has always been the connecting scientific and cultural link between East and West, Liu Yandong said. Today, Uzbek scientists make worthwhile contribution to the development of national and world science, including the promotion of scientific and technical cooperation.
Of the CIS countries, only the Russian physicist, the president of the National Research Center “Kurchatov Institute” Yevgeny Velikhov, has the prestigious Chinese award, apart from Shavkat Salikhov.
The Honored Scientist of Uzbekistan, famous academic in the field of protein chemistry, chemistry of toxins and biotechnology, Shavkat Salikhov was elected member of the Chinese Academy of Sciences (CAS) in November 2017. He is the first scientist from Uzbekistan, elected to the CAS, and the second from the CIS countries after the Russian scientist, Nobel Prize winner in physics, Zhores Alferov.
The award was established in 1995. During the time of its assignment, 108 scientists from different countries of the world, as well as two international organizations, were honored with the reward. It is unofficially called the Chinese Nobel Prize.
This year, along with the Uzbek academician, the award was granted to eminent specialists as Americans Edward Palmer (physicist, professor of the University of Louisiana), Zhang Shucheng (professor of theoretical physics at Stanford University), Shi Yan (professor of Harvard University), Thomas Spanos (professor of Rice University), the British scientist Philip Coates, and the researcher from Sweden Cheng Dalian.
