To the 25th anniversary of establishment of diplomatic relations between the Republic of Uzbekistan and the Czech Republic
On the occasion of the 25th anniversary of establishment of diplomatic relations between the Republic of Uzbekistan and the Czech Republic on January 1, the heads of the two states exchanged congratulatory messages.
The message of the President of the Czech Republic Miloš Zeman states: “Dear Mr. President, allow me to congratulate You on the occasion of the 25th anniversary of establishment of diplomatic relations between the Republic of Uzbekistan and the Czech Republic and express my satisfaction with development of bilateral relations”.
“Revitalization of relations between our countries that has taken place in recent years, and strengthening mutual cooperation are very important for us, – noted President Miloš Zeman in the message. Therefore, I am deeply satisfied that You have accepted my invitation to visit the Czech Republic. I also appreciate the steps You are taking towards “opening doors to Uzbekistan”, eliminating trade barriers and stimulating the economy. The Republic of Uzbekistan is an important economic partner for us”.
President of the Czech Republic emphasized that not least he should appreciate the great courage with which our President and new government has undertaken reforms not only in the economy, but also in the areas of foreign policy, justice, democracy and human rights.
President Shavkat Mirziyoyev emphasized in his message: “It is gratifying that over the past years, close and fruitful cooperation based on strong traditions of friendship, mutual respect and understanding has been established between our countries and people. An open and constructive dialogue is actively maintained in various spheres and formats, trade and economic relations, rich cultural and educational exchanges are developing dynamically”.
The Head of Uzbekistan noted: “I reaffirm the strong commitment of Uzbekistan to further strengthening and deepening multifaceted partnership with the Czech Republic, willingness to jointly implementation of new programs and projects of practical cooperation”.
President of Uzbekistan expressed confidence that “the upcoming contacts at the highest level will allow to exchange views on current issues of further expansion of cooperation between Uzbekistan and the Czech Republic, as well as developing effective measures aimed at filling it with a qualitatively new content”.
– February 7, 2017 was the start of a new stage in the history of our national statehood. At the initiative of the President of Uzbekistan Shavkat Mirziyoyev, the Strategy of Actions was adopted on five priority directions for development of the Republic of Uzbekistan in 2017-2021.
The document, which predetermines the life of the country for the next 5 years, was developed as a result of constructive discussions and discussions with broad sections of the population, representatives of the public and business circles, leaders and specialists of state bodies, as well as study of current legislation, information and analytical materials, reports, recommendations and reviews of national and international organizations, the experience of developed foreign countries.The goal of the Strategy is to radically increase the effectiveness of the reforms, create conditions for ensuring comprehensive and accelerated development of the state and society, modernization of the country and liberalization of all spheres of life.
During the preparation of projects, an active discussion among the public was launched. The project was posted on various information platforms for discussion, which resulted in numerous proposals and feedback. Citizens of the country showed a special interest and ownership of the reforms, demonstrating high political and legal activity. In particular, following the results of the public discussion of the projects on the portal “The System for Assessing the Impact of Legislative Acts”, there were 1,310 proposals and feedback, on the basis of which 41 items of the State Program were revised.
Also in the period of January 23-27, 2017, in Tashkent, a media week and an international round table were organized, in which over 1,300 experts and experts, representatives of the public, the media, the diplomatic corps and international organizations, as well as major foreign investors, carrying out the activity in Uzbekistan.
The collected proposals, their study and generalization became the basis of the Strategy of Actions and other programs that marked the destiny of the state in the near future.
The Strategy was based on the conceptual issues of socio-political, socio-economic, cultural and humanitarian development of the country, voiced by the President of the Republic of Uzbekistan Shavkat Mirziyoyev during the election campaign, numerous meetings with the public, representatives of business circles and government bodies.
The Strategy of Actions is to be implemented in five stages, within each of which a separate annual State program for its implementation will be approved. The first stage of reforms is reflected in the State Program “Year of Dialogue with the People and of Human Interests”. As a result of the effective implementation of 437 events, consisting of 320 items, the adoption of 29 laws and more than 900 other legislative acts, positive changes have been achieved in all spheres of life of the state and society.
During the passing year 2017, a number of initiatives of the head of our state in the sphere of development of state power and administration, judicial and legal system, agriculture, oil and gas, chemical, mining, energy, construction, architectural industry, road and transport communications, pharmaceutical, textile, service, tourism, information technologies, as well as complex socio-economic development of the regions. The guarantees for protecting the rights and freedoms of citizens are strengthened.
Within the framework of state and regional programs, measures have been taken to address problems of concern to people and related to their daily concerns. Effective implementation of tasks in the sphere of ensuring the balance between the interests of the state and society, the introduction of new methods in public administration, improving public administration, creating decent living conditions for people.
The most important is the consistent continuation of the processes of further liberalization and reform of all spheres of society. Actual problems in all sectors are openly discussed with the population, with the search for optimal solutions. The adoption of all decisions, based on the opinions and appeals of citizens, was important in the rapid and effective implementation of reforms.
Implemented at the initiative of the President, radical reforms and measures in all spheres of the state and society further strengthened the business mood among people, strengthened the civil position, expanded the participation of each person in state and public management. In the decisions made by the officials, the interests of people became even wider.
The Development Strategy Center was created by the Resolution of the President of Uzbekistan of February 14, 2017, “On organizational measures for the implementation of the Strategy of Actions for the five priority development directions of the Republic of Uzbekistan in 2017-2021” in order to consolidate efforts to effectively organize expert and public discussion, to fully study and implement the activities envisaged by this program.
With the purpose of qualitative accomplishment of large-scale tasks, the development center actively cooperates with ministries and departments, representations of foreign and international organizations. In addition, in order to publicize the activities provided for in the Strategy for Actions, cooperation agreements have been signed with the country’s leading media. Special media platforms have been created, where public discussions, briefings, talk shows, debates, interviews and press conferences on new laws and by-laws, ongoing social and economic processes in the country, as well as the implementation of the State Program are held regularly.Also, the center for the purpose of information and analytical support of the activities provided for by the State Program, the development of sound proposals for the preparation of draft laws, by-laws and other acts, the collection and study of opinions and proposals of the population on activities, public awareness, business entities, civil society institutions and international public about the implementation of the Strategy of Actions regularly organizes round tables and forums, public discussions of draft laws, with opinion polls, as well as meetings with foreign experts. Undoubtedly, the efforts will serve as a comprehensive and accelerated increase in the effectiveness of the reforms, through improved public control.
In March-November 2017, the Center held more than 80 briefings, press conferences and talk shows, with the aim of establishing international cooperation and presentation of reforms conducted within the framework of the Strategy of Actions, meetings were organized with representatives of 40 international organizations and embassies accredited in Uzbekistan. In order to widely inform the public about the results of the implementation of the Strategy, as well as the organization of measures to summarize the country’s development in 2017 and plan further reforms in 2018, from August to September, the Development Strategy Center conducted a survey among the population. A total of 6,238 people from all regions of the country aged 17 and older took part in it.

New Committee on the Issues of Public Health Protection has started to operate in the Legislative Chamber of the Oliy Majlis
The President, in the Address to the Oliy Majlis of December 22, 2017, criticized services rendered to the population by healthcare institutions that do not meet the requirements of the time. It was noted that more attention in the Legislative Chamber should be paid to solving problems in this sphere. The need for creating a committee on health issues in the lower house of parliament, as well as organization of deputies’ – its members’ activities was emphasized.
At the first meeting of the Chamber that was held on January 4 this year, deputies considered the issue of establishing the Committee on the Issues of Public Health Protection of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
At the meeting, the need to improve effectiveness of reforms in healthcare system, in particular, in the sphere of providing primary medico-sanitary care was emphasized, current state of deputy, parliamentary and public control over the sphere and its results was considered. Importance of practical improvement of activities in this direction was noted.
Deputies discussed tasks facing the newly formed committee. In particular, its members will work directly at places, paying special attention to issues concerning citizens, preparing specific proposals aimed at bringing medicine closer to the population. It is important to use deputy, parliamentary and public control, pay special attention to its effectiveness, intensify the legislative process, study the execution of the legislation in the sphere.
Following the results of the meeting, a resolution on establishment of the Committee on the Issues of Public Health Protection of the Legislative Chamber of the Oliy Majlis was adopted in accordance with proposals of political parties and the deputy group from the Ecological Movement, its composition was elected.
